All certificates prior to that year are only available at the county where the couple got separated. One has to pay $12 processing fee in order to have the request processed. Only the divorced couple and their immediate family are allowed to request for the said document. One needs to fill out the request form with the information about the divorce to simplify the retrieval process.

The Vital Statistics office of the Department of Health is responsible for keeping all of the public documents of Virginia, including the divorce certificates. This should be the first place to check when one needs to obtain a copy of a divorce certificate. If the state office doesn't have the document, one should go to the clerk of Court at the county where the couple got separated. The state office accepts mail orders but one has to wait for days before the results of the search can be delivered.
